The Challenge of Discharging Research Ethics Duties in Resource-Constrained Settings

چکیده
The paper by Jones-López et al. in this week’s PLoS Medicine [1] (hereinafter ‘‘the Uganda study’’) illustrates the challenge of conducting research in resource-constrained settings. At the time the study was proposed and initiated, the prevalence of multidrug resistant tuberculosis (MDRTB) in Uganda was unknown. Further, second-line therapy for MDR-TB, available in other settings, was not available in the country. The Uganda study accordingly highlights at least two classic ethical conundrums: (1) should research be conducted in a setting if the existing standard of care for the health issue under investigation is ‘‘no treatment,’’ despite efficacious treatment existing elsewhere? and (2) should investigators introduce an efficacious standard of care in a setting if it would not otherwise be available?

Study participants incentives, compensation and reimbursement in resource-constrained settings
INTRODUCTION Controversies still exists within the research fraternity on the form and level of incentives, compensation and reimbursement to study participants in resource-constrained settings. While most research activities contribute significantly to advancement of mankind, little has been considered in rewarding directly the research participants from resource-constrained areas. METHODS A...
متن کاملUncertain Resource Availabilities: Proactive and Reactive Procedures for Preemptive Resource Constrained project Scheduling Problem
Project scheduling is the part of project management that deals with determining when intime to start (and finish) which activities and with the allocation of scarce resources to theproject activities. In practice, virtually all project managers are confronted with resourcescarceness. In such cases, the Resource-Constrained Project Scheduling Problem (RCPSP)arises. This optimization problem has...
متن کاملThe New Regulation on Establishment, Procedures, and Duties of the Research Ethics Committees in the Islamic Republic of Iran
More than two decades have passed since the establishment of research ethics committees in Iran. With many years of experience of research ethics committees, Iran Ministry of Health and Medical Education revised previous regulations and developed “Regulation on the Establishment, Leveling, and Duties of the Biomedical Research Ethics Committees”. Following publish and notification of “Regulatio...
متن کاملThe preemptive resource-constrained project scheduling problem subject to due dates and preemption penalties: An integer programming approach
Extensive research has been devoted to resource constrained project scheduling problem. However, little attention has been paid to problems where a certain time penalty must be incurred if activity preemption is allowed. In this paper, we consider the project scheduling problem of minimizing the total cost subject to resource constraints, earliness-tardiness penalties and preemption penalties, ...
متن کاملSplittable stochastic project scheduling with constrained renewable resource
This paper discusses the problem of allocation of constrained renewable resource to splittable activities of a single project. If the activities of stochastic projects can be split, these projects may be completed in shorter time when the available resource is constrained. It is assumed that the resource amount required to accom-plish each activity is a discrete quantity and deterministic. The ...
